Polluted stormwater runoff is often transported to separate municipal storm sewer systems (MS4s) and ultimately discharged into local rivers and streams without treatment.
Storm Water Phase II
EPA's Storm Water Phase II Rule establishes an MS4 stormwater management program that is intended to improve the Nation's waterways by reducing the number of pollutants that stormwater picks up and carries into storm sewer systems, during storm events.
Phase II requires West Point City to implement a stormwater management program as a means to control polluted discharges from these MS4s. The Storm Water Phase II Rule extends coverage of the NPDES stormwater program to certain "small" MS4s, but takes a slightly different approach to how the stormwater management program is developed and implemented.
Fees
Residents will be charged $4 per month. Commercial fees will vary and are determined by the residential equivalent (2,500 square feet) of the impervious area.
This funding is necessary in order to comply with the clean water act and the Storm Water Phase II final rule. The Storm Drain charge is assessed monthly to each residence, whether or not the home is vacant.
The storm drain fee helps fund the city’s stormwater management system, which includes the construction, maintenance, and operation of drains, pipes, detention basins, and other infrastructure designed to control runoff and prevent flooding. Even if a visible storm drain is not located directly near your property, every home contributes to stormwater runoff, and all residents benefit from a functioning and reliable drainage system. These funds ensure that the city can continue to protect homes, roads, and public areas from damage during storms, snowmelt, and heavy rainfall.
